The world of Education and Training is in transition. The last few years have see an increased interest in the use of computer networks for the delivery and mediation of education and training. The changes such technology brings to the ways learners learn and teachers teach has led to a completely New Learning Environment (NLE) which differs from the old traditional learning environment in 3 important ways:

• The learner has more control over the learning process
• Learner and teacher are separated in both time and place
• Learner and teacher communicate through Information and Communication Technology (ICT).

These characteristics point to a need for teachers and trainers to acquire additional knowledge and skills in order to be able to facilitate effective and efficient learning in the New Learning Environment. The TRAILS project aims to produce a training programme which will address this need. Course materials will themselves be delivered using internet learning management software solution called TopClass
